The Community Forestry Management Working Group felt that due to the unique historical
and socio cultural conditions of the region and the special rights the community
possess over the management of the forest and natural resources, it was necessary
to under take special studies. Such studies were planned to cover the Community
Forestry Management Systems of the North East to ensure sustainability of the
region's resources by Indigenous cultures, who have managed these forests for
centuries. The studies were planned to be conducted in two phases. The 1st phase
will be the preparation of the State Profiles where the following parameters will
be covered:-
(1) Location and geographical details (2) Climate and Soil (3)
Demographic details (4) Population and Literacy (5) Administrative set up (6)
Brief history (7) Economy (8) Forest Administration, Forest Resources, Forest
Composition, Forest Type, Forest Cover, Forest Policies, Forest Laws and Regulations,
Afforestation, Plantation, Social Forestry Schemes (9) Land Use (10) Agriculture
(11) Types of Community Forests and their Management (12) Analysis of the Community
Forestry Management Systems.Based on the above State Profiles, 12 Suitable
Case Study Sites were identified covering the entire region. The Case Study Sites
were selected in such a manner so as to cover as many management paradyms as possible.
The Case Study Sites should have significant forest dependents, presence of Indigenous
Management institutions as well as important policies and management related issues.
The sites should also be logistically suitable in terms of accessibility and suitability.
