PROJECT PROPOSAL
This small grant supports the documentation and dissemination of findings from the 2nd National Workshop on Policy Framework to Support Community Forest Management (CFM) in Vietnam. The meeting was held in Hanoi from November 14-15th, 2001 to better inform authorities, policy makers, and technical staff regarding CFM experiences and strategies and to discuss policy development requirements to support CFM. Over 130 participants attended from the Ministry of Agriculture and Rural Development, other relevant national agencies, provincial departments, universities and research institutes, and international programs and projects.
National Working Group reviews indicate that local communities manage and protect forests more effectively with less state budgetary investments. Yet, CFM development is constrained by the lack of legal recognition of the role of communities in management. The concept of CFM is not yet well understood by government authorities. As a consequence, the NWG has organized a series of meetings and national workshops to document, analyze, and communicate information regarding CFM experiences and policy and programmatic support requirements.
NWG will prepare a synthesis of the findings and policy recommendations emerging from the 2nd National Workshop. Funding is provided to formulate the report, translate the document into Vietnamese and English, and produce and disseminate the report.
PROJECT OUTPUT
In 2002, a published copy of the workshop proceedings was disseminated throughout Vietnam and to interested parties. A CD-Rom was also made available.
