PROJECT PROPOSAL PHASE I
The long-term goal of this project is to develop the capacities and skills of Department of Forests and Wildlife staff to implement participatory approaches to planning and management of degraded forests. Areas of skill building would include facilitating management dialogue between local communities and local government (village, commune, district and province), guiding participatory mapping exercises, developing management plans and agreements, and generating project proposals.
The first phase objective is to examine participatory resource management planning and mapping strategies for regenerating degraded forest environments from neighboring countries in order to select appropriate approaches for Cambodia. The project will also support translating written materials into the Khmer language.
In the first year, the project would work toward these goals by exploring the experience in India with community natural regeneration through a one-week field workshop in Andhra Pradesh, India. Activities would include examining the history of the Andhra Pradesh Forest Department's transition to joint management with local communities, the shift to natural regeneration strategies, and the use of participatory planning methods in collaboration with NGOs and other development actors. The project would also select appropriate methods for community dialogue processes and participatory mapping and planning, after reviewing strategies developed by AFN, IIFM, ESSC, RECOFTC, FAO and other groups. A joint team involving the Department of Forests and Wildlife, CAMCOFTC, and other organizations would participate in the selection of appropriate methods. The resulting method guidelines selected for field trials in Cambodia would be translated and published in Khmer versions.
PROJECT OUTPUTS PHASE I

PROJECT SUMMARY
Introduction
This project was implemented by Community Forestry Unit within Reforestation Office of Department of Forestry and Wildlife, to build capacity staff on Knowledge and skill to work with local community at field level.
Objective of project
To develop the capacities and skill of Development of Forests and Wildlife staff implement participatory approaches to planning and management of degraded forests, include facilitating management dialogue between local communities and local government (village, Commune, District and Provincial level).
Activities and output of project
Since March 2002, two seniors of Department of Forestry and Wildlife staff had visited the project of Community Forestry to protect Forest Regeneration and Natural Teak regeneration. During the field visit and met with Department of Forestry in India, Joint Forestry Management system and Community Forestry Management system and Manual of Participatory Mapping Profile have learned and try to translate into Khmer version to try apply in country.
PRA tool and Manual of Participatory Mapping Profile was selected and translated into Khmer version, and discussed with key people in Community Forestry Unit thought to the situation of Community Forestry Practice in the country. Tool of PRA was documented and distributed to facilitators in project target areas. Manual of Participatory Mapping Profile was translated and checking with the field-testing in CF Pilot areas.
Five communes are Po commune; Tro Ngil commune; Chro Nouk commune; Svay Rompear commune and Da commune in Kompong Leng District was identified and decided to test the PRA Tool and Manual of Participatory Mapping Profile.
All stakeholders at Kompong Chhnang Province were conducted to orientate about project collaboration and activities between DFW and AFN and future work plans for implementing and to agreed on work plans at provincial level.
Implementation Team in district was formulated and was done the training need assessment for preparing plan for improving the capacity of member team.
After conducting the Training need Assessment with all team members, all team members were attended training on PRA tool. All team members were understood and able to gather information with local community on Forestry Resources Utilization and Problem faced and opportunities for forest management in the future.
All five commune were gathered information from local communities by using the PRA tool including Semi-Structure Interview; Participatory Mapping; Trend of history; Seasonal Calendar and Flow-In and Out.
All information collected from 5 communes was clarified in meeting at district office with all members of team one day, and developed next work plans for implementing for step.
All 5 communes information are documenting by Project facilitators in Khmer version.
Manual of Participatory Mapping Profile are reforming following to the information from all of 5 communes.
During implementation the project in the office and at project target area and target groups are achieved as following as:

Participatory Rural Appraisal and Manual of Participatory Mapping Profile were translated into Khmer version and correcting through to situation in country.

Project's Target Area and target Group were selected.

Implementation Team in District was formulated and build capacity to them on PRA tools and Manual of Participatory Mapping Profile and all of them able to used PRA tools for gathering information in field.

Information was gathered from villages in all five communes and documenting.

A next work plan was developed for implementing next extension year.

All five Commune Council Committee has developed 5 years Commune Development Management Plans that facilitated by Partnership Local Governance and supported by SEILA Programme.
Challenges
-
During implementation of the project, Team Implementation in District has limited knowledge, skills and experiences to use the PRA tools and Manual of Participatory Mapping Profile.

All of the villages and communes in the project target areas lack informal or formal group or associations of forest resource management.

Provincial Forestry Staffs has limited knowledge and skill and experiences to negotiate and facilitate with local community for initiating participatory forest management.
Conclusion
During the implementation project since 2002, the achievement of project has included: PRA tools and Manual of Participatory Mapping Profile was translated and tested with target group in target area. All stakeholders in target area were aware and involved with project activities. But the final of Manual of Participatory Mapping Profile will continue to revise and documented through the information from the field project, and the project implementation at the project target area will be continue through to the extension project for the year 2003.
PROJECT PROPOSAL PHASE II
The long-term goal of this project is to develop the capacities and skills of Department of Forests and Wildlife staff to implement participatory approaches to planning and management of degraded forests in Kompong Leng District, Koµpong Chhnang Province. Areas of skill building would include facilitating management dialogue between local communities and local government (village, commune, district and province), guiding participatory developing of CF management plans and agreements.
In the extension year, the project would work toward these goals by supporting and implementing the project with local level through to the information gathering and identification problem in the field and joint management between Provincial Forestry Office (District Forestry Office) and Commune Council with local communities, the shift to natural regeneration strategies, and the use of participatory planning methods in collaboration with NGOs and other development actors in the target areas.
In the extension year, the project would also support to activities of Policy Development and strengthen the policy implementation with Community Forestry Practitioners in the country, through the activities of dissemination and extension on Forestry Law and CF Sub- Decree within the CF Working Group and CF Network Meeting and also through the training activities of Capacity Building for the Forestry Sector Project, that collaborated and supported by JICA.
