PROJECT PROPOSAL
This project aims to support the process of developing community-based natural resource management in seven villages in the communes of Kauh Chiveang and Prey Cheas, Ek Phnom District, Battambang Province. Through a recently established Community Fisheries Committee, these villages are now getting involved in the management of Fishing Lot #3 after it was opened for public access. Supporting sustainable management practices for Fishing Lot #3 is part of the broader goal of conserving the natural environment in and around the Tonle Sap Lake.
As part of developing capacity of the nascent Community Fisheries Committees ( CFCs ) in participatory natural resource management, the specific objectives of this project are:

To find out on-going environmental phenomena in the 2 communes

To establish community management activities using participatory methods
-
To recommend further actions and relevant policies to Cambodian communities and authorities for sustainable
management of the natural environment
-
To promote further actions to collaborate with other donors and local authorities.
PROJECT OUTPUTS
-
A key person in each commune will be selected to assist in doing research on area.

Information gathering (esp. fisheries )
-
A process for collaboration between CFC and local authorities will be developed to regulate illegal activities (fishing, logging, wild animal hunting) that contribute to destruction of the natural environment.

An exchange visit by community fisheries leaders and staff to fisheries communities in Kompong Chhnang and other areas will be organized in cooperation with JVC Phnom Penh.

Community fisheries leaders and staff will be sent to stakeholder workshops on fisheries management and natural environment conservation held by other NGOs, IOs and relevant authorities.

In cooperation with FACT and ADHOC, environment and human rights education will be done through leaflets and posters to be used in village workshops and schools.

Meetings and workshops will be facilitated at the village, commune, district, and provincial levels for various stakeholders to discuss environmental concerns in the area and set up a management and action planning process. Among the topics to be discussed will be:

identification of current situation and issues that need to be resolved by various stakeholders

agreeable fishing gear within and outside of the Community Fisheries and their coordination modalities

preparation of management and action plans at the fisheries committees
