PROJECT PROPOSAL
The project will conduct a review process on the evolution of Community Based Forest Management (CBFM) as a national strategy and reflect on the role of the Philippines Working Group (PWG) in facilitating transitions in policy and practice from 1997 to 2001. During this period, the CBFM program was implemented by Department of Environment and Natural Resources (DENR) with thousands of communities and local government administrations across the country. The report will trace changes in environmental policy concerns as they shifted under a succession of national government administrations. This section will draw on a variety of sources including notes and proceedings from national meetings, personal interviews with policy makers, news reports, and other documents.
The review will also examine how national CBFM policies where implemented by examining a diverse range of field experiences. Primary information will be drawn from PWG site documentation reports, PWG meetings and discussions with participating groups and individuals, and experiences from community mapping activities and local government planning exercises with which ESSC was involved.
PROJECT OUTPUTS
The review process provides an opportunity to examine the experiences of the national
CBFM program over the past five years, identifying both areas of effectiveness as well as policy and programmatic problems. The findings presented in the report will provide national planners, policy makers, NGOs and academics with a concise assessment of the impact of the national CBFM strategy since 1997, drawing on a wealth of information collected by the PWG.
The synthesis report expected from this AFN support activity will strategically contribute to current efforts of the PWG and ESSC in its continuous support and promotion of community based natural resource management. For AFN, it is expected that the experiences and learnings from the Philippines as presented in the report will generate further layers of perspectives in CBFM that can assist other national working groups in the region in seeking and designing appropriate responses and strategies.
